The bug is still here in Xubuntu Jaunty Beta. As workaround, I use
following script which runs automatically when USB keyboard is connected
(can be configured in Menu - Settings - Remove Drives and Media -
Input Devices - Keyboards in Xubuntu):
#!/bin/bash
setxkbmap -option
Because problem was clearly related to use of external keyboard, I've
tried to replace my old keyboard with another one and now it seems that
problem disappeared (both keyboards are connected via USB). I'm pretty
sure that problem occurred immediately after upgrading Hardy to Intrepid
but it can

I have external keyboard attached to laptop. In Hardy enabling NumLock
on external keyboard enabled it on laptop's keyboard too (and vice
versa). In Intrepid it seems that NumLock can be enabled separately
