I can reproduce the bug on Ubuntu 17.04, Ubuntu Mate 17.04 and Ubuntu GNOME

Okay, attached is my .xsession-errors file. I can confirm that the
shutdown/restart/logout problem occurs regardless of whether I bring up
the menu with the applet or my computer's power button - I click "Shut
Down" or "Restart" from the window that pops up (Example:"Are you sure
you want to close
..actually, I stand corrected, it happens regardless of what I do to
exit fullscreen, but if I use Alt+F4 or use right-click and quit while
fullscreen, it doesn't happen.

When I exit fullscreen mode in VLC, the screen looks corrupted, and I
have to switch to a different workspace or move a window around to get
rid of the corruption.

Oh, and I can't use "Log Out" or "Restart" either. Both present me with
