If sqlite2 is going to be removed, then we can just updated the asterisk
package dependencies and remove it. Hence removing res_config_sqlite
and cdr_sqlite.

disabled in debian/rules, I don't see a specific reason for it to be
disabled.
Right now installing the nsca package installs both client and server
