I had exactly the same problem. Changing "ProtectHome=true" to
"ProtectHome=false" in the Unit-File fixed it for me. systemd was trying

For what it's worth I'm getting a very similar issue on Linux Mint
Cinnamon after the update from 19.1 to 19.2. The error is:

It was disabled due to bug 1421443.
Now with Xubuntu 19.10 and the switch to xfce4-screensaver it may be
possible to enable it again. Note that this new change only disables the
lock setting, and not the autostart entry.

This works for me with xfdesktop 4.13.5, and even the following

A first attempt. This implementation is not ideal, because in some cases
it does not strictly pair the right-click or drop event with the actual
file creation.
The feature can be activated via the new setting "/desktop-icons/create-
under-cursor".

and drop from Thunar to the desktop. I tried to debug the issue and
