When doing merge of curl 8.9.1-1, the autopkgtests failed[1] due to the
dependency on libssh in d/rules but on libssh2 in d/control.
This was done in Debian[2] due to libssh2 not included in main.
libssh2-dev is in main since noble[3] so this part can be dropped from
d/rules
