Your testing case is obviously wrong. if you want to use ibus/or any input
method, you need enable it firstly in your own session. If you run input
method automatically under any locale, people will be confused, for many
non-cjk users don't need it, just like you, and we had similar approach
if you want to use ibus under any UTF-8 locale, you need set it by
im-switch -s ibus
and this can be called within language-selectot, we don't need do any
workaround in im-switch. And there do have a option in language-selector to
enable input method, not only support ibus, but also other input met

And it seems its because of vpn, gwibber can't work with vpn, neither openvpn
nor pptp. After I disable vpn, and connect directly, it works.

First of all, appreciating your effort. Besides, would you mind refer to the
locale and regional setting from both kde4 and gnome3, both are using regional
and locale settings. We have encountered with some issues related to it
recently, maybe its time to refactoring langua
if we shift to use utf8, what about other distro still use UTF-8? are
we going to ignore the interoperability. In addition, how can we
convince all other user space applications adopt utf8?
I found that UTF-8 is till being used in eglibc, so whats the
advantage to use utf8?

Its nothing about bias, its from end users perspective, to my experience(My job

The problem is language-selector and ubiquity set the subtag of locale in
different way, like if you choose en_US druring your installation, then LANG
and LANGUAGE will be set as en_US.UTF-8, but after you made any changes with
language-selector, like change the language, the subtag will be set

2 Steps to replicate:
2.1 Make a fresh install with language to be set to whatever one, like Chinese,
English, French.
2.2 Check the locale by running locale under terminal after install
after you install Chinese related packages and select ibus as your input
method, you should run ibus-setup to pick one IME you prefer. After that
you will have ibus work correctly. ibus will set the default IME first
time according to your system locale, and I suppose you were using en or
any non-z

other ways:
1 language-support-fonts-zh-hans is a meta-package, and normally, we don't do
anything else than dependency with this package.
