How much RAM do you have on your machine? While Ubuntu is built to run on low hardware specs, low RAM storage could contribute to the problem. 2GB and the CPU is p8400 (2x2.26GHz) I believe that your bug is valid, but I don't think that there is enough information present for a developer

This seems to be fixed in 9.10. Although I can't modify the volume now if the sound is muted: trying to decrease it has no effect, and increasing only unmutes the sound. One might expect it to be possible to increase/decrease the volume while the sound is still muted. It's much better now
