I can confirm this issue on Ubuntu Hirsute. When attempting to install
both packages the error message indicates that the underlying problem is
that buildah conflicts with golang-github-containers-common, one of the
I'm not that familiar with either packages, but an observation from the side
line:
Although https://tracker.debian.org/pkg/man-pages-it has been removed, it looks
like https://tracker.debian.org/pkg/manpages-l10n recently added new binary
packages, among others `manpages-it`.

quick look at the source code to see how it decides whether this is
needed.
