You'll get that error when there are no shared folders on your network.
I'd try sharing a folder to see if that helps. One thing though. It can
take a while for the shared folder to become visible so you might have

The problem your having is likely due to the cam your using being a v4l2
device where skype is most happy with v4l1 devices.
To get skype going with your device you should go to a console, and run the
following commands to launch skype.
(Make sure you quit skype if it's currently running.)

Just did a fresh install of Kubuntu Jaunty Beta.
1 - Logged in
2 - Started Dolphin
3 - Right clicked Pictures folder and selected Properties
4 - Selected Share Tab
5 - Selected "Configure File Sharing" button
6 - Request for password appeared - Entered password and requester disappeared
with noth

You could also try "kdesudo kcmshell4 filetypes" or "kdesudo kcmshell4
fonts" just to see if the problems isolated to fileshare or not.

I also agree about the fact that the user should be prompted to install
kdenetwork-filesharing if it's not installed but I also think that a
default Kubuntu install should have samba server
