I starting cups via sudo /usr/sbin/cupsd
and it looks like it started, because no errors.
After that:
apt-get download cups
sudo dpkg -i --force-confmiss cups_*.deb
I wrote in my previous post log of dpkg.
Now I move on its place cupsd.conf: sudo mv cupsd.conf /etc/cups/
and tryed again sudo
So then your only problem is the Upstart problem now.

I tried to follow instructions, but on step
sudo stop cups
sudo start cups
I get error:
stop: Не удается подключиться к Upstart: Failed to connect to socket

The sudo /etc/init.d/cupsys restart you probably have from step 4 of
the CUPS error_log section in our Wiki. This step is for VERY OLD CUPS
versions, not for the one you are using. To activate debug logging for
you it is enough to run
cupsctl LogLevel=debug
The errors of sudo stop cups; sudo
I have same problem on amd64 architecture on machine HP 620.
Please, help me, what steps I need to do to add more info about my bug.

I am effected by this bug as well. My situation is more like this bug
that was marked as a duplicate of this one. Specifically, I am on 12.04
precise and my apt error stems from this:
ERROR: Module usblp does not exist in /proc/modules
start: Job failed to start
as the other bug reports.
