A possible fix for this is to check /var/lib/apt/periodic/update-stamp
and if it is is old and does not appear to get updated then we shoudl
warn that probably.

I installed Ubuntu 9.04 RC 64 bits and later upgraded to the final version
using the "apt-get upgrade" command.
