It was a one-off. I can assure you that this should be considered a bug, whether or not the functionality is intentional. Think about it, let's say you are a regular user who just restarted your Windows machine, only to discover that for whatever reason, you suddenly are completely unable to log in

Are you sure this is a bug? Searching the internet shows many people asking the same question as you, and the answer seems to be that it was probably a failed shutdown that caused the issue. Apparently, the shutdown script creates the file to prevent a fresh login while the system shuts down. Th

This is not an upstart bug. Upstart does support using /etc/nologin from the 'shutdown' command, but this is only used is very specific situations and upstart always clears the file before actually shutting down. Upstart could not possibly be responsible for the /etc/nologin file appearing in th
