Not solved for me on gutsy 7.10 with apt-cacher installed on Thursday 3
July 2008:
% sudo rm /var/cache/apt-cacher/packages/*Packages*gz
% sudo /usr/share/apt-cacher/apt-cacher-cleanup.pl -v
D: gb.archive.ubuntu.com_ubuntu_dists_edgy-updates_main_source_Sources.gz
GET
Now is solved for me

Status: New = Invalid

I think the Packages are now made in bz2 format rather than gz.
So i deleted the gz ones and it worked (and i hope it will for you too)
sudo rm /var/cache/apt-cacher/packages/*Packages*gz
