New version toshset can switch modem in high-power mode.
Serial.h needs adjusting to recognize the rebranded Novatel modem.
Do some googling.
In the mean time, network manager is getting bluetooth 3G-phone-modem
support according to Dan
Doesn't work in karmic. Please fix this in final version. I desperately
need this!!!

What's the status of this bug?
I've followed up on the instructions for usbserial module loading.
Except I can't get the card to work with nm or wvdial.
My product id differs though: 0302
In /usr/share/hal/fdi/information/10freedesktop/10-modem.fdi I added:

The bug is not fixed in 2.6.27. In fact it's worse in some ways. The
device no longer shows up under /dev/ but does show up in lsusb and
usbview.

Follow-up: usbserial works but will NOT cope with HSDPA data speeds,
meaning it is not a viable solution for this HSDPA 3G modem.
The solution is to use the option driver, which actually supports the
413c:8138 card out-of-the-box in Hardy.
So, adding a line with option to /etc/modules and then

Same here I have a Dell D620 and lsusb shows nothing and there is
nothing under /proc/bus/usb

The lack of /proc/bus/usb is a red herring. I have that mounted and the
device still doesn't work.

As a workaround, the following instructions makes the internal 3g modem
loaded upon boot and available after suspends, hibernations etc:
1. Add usbserial to /etc/modules
2. Add options usbserial vendor=0x413c product=0x8138 to
/etc/modprobe.d/options
You need to potentially adjust the product

I've got a new Dell Latitude D830, also with a built in Novatel Wireless
HSDPA Modem.
Gutsy did not pick up the hardware
I had to fix it by supplying the usbserial module with some info:
modprobe usbserial vendor=0x413c product=0x8137
There after it created /dev/ttyUSB[01], and the modem
