Since KDE SC 4.13 Kmail has a new optional cloud-based attachment
system. Without the package the settings are grayed out and it's
impossible to set up a Cloud Account.

I just discussed this with upstream as I don't see the application fit for
global rollout right now:
- not very useful menu name, yet upstream thinks it definitely should be listed
in the menu as it is a general storage manager, and not specific to kmail
- terribad experience as it does not
