Thanks for that. It clears up several issues.
So the answer isn't that it won't show up on 14.04 eventually, the
answer is that the key part needed, mate-session-manager, will need to
be added to the repos before anyone can install mate natively in 14.04
without special repositories.

You're welcome. Not only mate-session-manager is missing. This is the
package that contains the .desktop file for display managers, but almost
all MATE core packages are missing in 14.04.

according to apt-get, the package mate-session-manager doesn't exist:
sudo apt-get install mate-session-manager

Here's a list of what is available with the mate- starting point, thanks
to apt-get:
mate-backgrounds mate-doc-utils
mate-common mate-doc-utils-gnome
mate-desktop mate-icon-theme
mate-desktop-common mate-notification-daemon
Out of those packages, the only ones I had not installed were mate-
desktop-dbg mate-dialogs-dbg mate-notification-daemon-dbg mate-polkit
mate-polkit-common.
As of now they are installed, still no go.

That is incorrect. As of Ubuntu 14.04, Mate is in the repos and is
supposed to be installable.

No, that is correct. That blog post is wrong.
mate-desktop package is just a library, read the description from
http://packages.ubuntu.com/trusty/mate-desktop:

Metapackage to install MATE is mate-desktop-environment, and it is
uploaded on Debian
Your own listed website shows these files are for trusty, can you please
point me to the particular message that says It won't be on 14.04,
because everything I have read, including the websites you listed still
point to it's release for trusty.
