How about this method for time setting problem.
When Install, read BIOS time and show that to user.
Ask, Is this correct time to you ?
When yes, set UTC=no in /etc/default/rcS
When no, set UTC=yes.
I live on GMT+9 then had problem like this,

should not fail for a reason as simple as files being in the future.
Perhaps a fontconfig guru would be better qualified to confirm that statement.

The same problem arises doing a Edubuntu Feisty graphical install on
GMT+2 and specifying in the installer that the hw clock is in local
time.
