Unfortunately I cannot upgrade the bios of this machine due to lack of
physical access to it. However I doubt that the bios (updated or not)
should cause such a slow down. Also note that this happens on a
different machine as well for which I'm going to add the bios
information to this report.

found that my builds were taking much longer:
- A jenkins regression test suite that took about 135 minutes is now taking
about 300
I'm also confirming that the longer tasks is now back to about 135
minutes.

I've just upgraded two servers to use 14.10 (they were before at 14.04) and
found that my builds were taking much longer:
- A jenkins regression test suite that took about 135 minutes is now taking
about 300 minutes.
- A C complation tasks
The first set of files sent by apport-collect is when running kernel
3.13, the second set is when running kernel 3.16.
I can easily send a package of files that should reproduce the problem.
The only requirement is to have gcc/make installed and some files needed
to compile the C package.

While I was watching the C compilation going on on my 8 cores, I noticed
the following differences n the CPU usage reported by top. In kernel
3.16 all gcc instances (actually cc1) are using 25%, but with 3.13 they
are all between 97 or 99%.
Looks like a scheduler bug of some sort.

I had the idea to downgrade the kernel to 3.13 (i.e. the latest kernel
from the 14.04 release) and now I get the proper timing for the C tasks:
with gcc 4.9: 497.400u 11.065s 1:43.49 491.3% 0+0k 191184+175312io 542pf+0w
with gcc 4.8: 487.047u 12.155s 1:45.83 471.6% 0+0k 26304+172720io 411pf+0w
Thank you for taking the time to report this bug and helping to make
Ubuntu better. It seems that your bug report is not filed about a
specific source package though, rather it is just filed against Ubuntu
