If default means the first thing I see when I install the fallback
desktop, then the default configuration does not have a way to log
out.
Several minutes of googling tells me I can use gnome-session-quit in the
terminal. OK, I can memorize that... but I would not call this easily
usable and
I just tested, it's possible to add the User menu to panel manually and
then log out. So this is just a case of bad default configuration. Do
you know which package handles that?

gnome-session-flashback should not *depend* on indicator-applet, as
there are people who want to use custom applets.
However, it recommends it, and recommended packages are installed by
default (but it is possible to remove them later).

The fallback desktop should be easily usable by non-skilled users and
currently it is not. This is not a bug but bad default configuration.
Perhaps it would be a solution if gnome-session-flashback would depend
on indicator-applet and any other packages possibly needed.
