I would very much like to second this bug. The problem is that you
disable the window snap plugin, but wobbly windows still has it enabled.
Thus it doesn't prevent the windows from snapping - which is often very
annoying when you just want to move the window down slightly.

Plugin Snapping
Wobbly has its own snapping windows implementation (it has to due to the
way wobbly works) so you can't have both plugins enabled at the same
time. This is not a bug, this is the dependency system in compiz doing
its job.
Also, we want snapping by default, both with wobbly and without wobbly.

Compiz itself doesn't enforce dependencies, it just defines the format
for specifying them. It's up to an app like compizconfig-settings-
manager to enforce them (as you've seen). If you (or another app)
manually edits the settings then it's possible to get in an inconsistent
state.

Plugin
The Problem was that I installed compizconfig-settings-manager then I noticed
that snapping windows was enabled in Wobbly and as normal Plugin.
Both at the same time.
But compizconfig-settings-manager didn't noticed it. If I disabled and tried
to enable the snapping windows plugin then
