This is not a dup of 149273! It does not enter a respawn loop, it crashes out!
After looking at the responses here, I'm sure it is an ati driver issue.

Hello! I confirm this bug. I can not start Blender at all. I use Compaq nc4000
with ATI Radeon IGP345M videocard, using open-source drivers
(xserver-xorg-video-ati 1:6.7.195-1ubuntu2).
Нere is the short log in debugging mode of Blender:

I have the same problem neither 2.44, 2.45, 2.44-static or 2.45-static
works on Ubuntu 7.10. I have a ATI Mobility Radeon M6 LY. I've tried
Wings3d and it also crashes and things look horrible, so maybe it's a GL
bug...

I got some problems with the stactic version, like a crash when i want
to export my UV unwrap to a image. So, it's not a perfect solution.
Yafray render crash too.
Another way to get blender working in ubuntu 7.10 is downgrading libgl1
-mesa-dri and libgl1-mesa-glx to 6.5.1 like said here :

Seems to be a trend...

As Belcirelk wrote the 2.44 static version works (2.45 does not)

Same problem with a Radeon IGP 330M/340M/350M.
If you disable dri by using libgl1-mesa-swx11 package, it works but much
slower. The only version of blender i can run on the new ubuntu 7.10 is the
mesa static version available on blender.org (2.44, 2.45 doesn't work)
