The Step bug was fixed in oem-config 1.24, much as previously discussed.
There's now a (trivial) XKB layout for China upstream, and this change
propagates it up to oem-config:
oem-config (1.26) hardy; urgency=low
* Activate appropriate input methods when changing language (LP: #181857).

There simply is no keymap for Chinese in xkeyboard-config; it was the
same in Feisty. Chinese defaults to the US keymap.
There is a keymap for Chinese in xkeyboard-config upstream now:
