This is fixed in the current daily images of 16.04. You can now resize
this window as you would expect.

The Mate Desktop User Guide can be invoked from the Panel by selecting the
Help entry.
Resizing this help Window does not work the most natural way.
- -From as Desktop users point of view resizing of windows should be possible
by dragging the lower right corner.

The MATE User Guide is displayed using Yelp, which now uses Client Side
Decorations so doesn't integrate as seamlessly as it once did.
