Ok, I looked at this quite a bit today. I'll summarize some stuff that
was already said to justify the path forward.
1. bug #1509829 reports that the lightdm guest session fails to start fcitx and
mozc input methods
2. the fix as implemented was to create apparmor abstractions for fcitx and
I don't plan to SRU this, but perhaps Aron might? (He created the fix).

My current thinking is that the fcitx and mozc abstractions should be
shipped in the apparmor package. They're general enough for everyone to
use and benefit from. Moving them to apparmor and doing the necessary
packaging changes would fix the problem in Yakkety.

The rules are for the guest session, not the greeter. Agreed, it seems
to make sense to copy them in.

I don't see documentation about this either, subscribing Tyler and
Jamie. I also don't think it's adequate to make lightdm depend on fcitx,
as that's both just one input method amongst several (and most people
don't need it), so I think the cleanest way might be to actually move
the fcitx rules
This change was added in bug 1509829. I couldn't find any documentation
on what apparmor would do if the abstraction doesn't exist. Do you know
how we can have optional includes?
