Two bugs were open on Valve Github about this:

But they are are now closed: this is not a Steam bug, but Debian/Ubuntu package
dependency bug.

I also encountered this bug on Ubuntu Zesty 17.04 after upgraded from 16.10:
Steam did not find network, I couldn't download games or consult messages.
I follow #3 Joe Barnett's solution, I installed libnss-resolve:i386 and it
resolved the bug.
To resolve definitly this bug, Ubuntu should install
Status changed to 'Confirmed' because the bug affects multiple users.

To manage
installing libnss-resolve:i386 appears to fix this. should steam depend
on it, or should the amd64 package automatically install the i386
package as well, or is there another solution to make this automatic?
