For what it's worth, there should be no reason for this to stop you
installing packages. There are a huge number of mirrors of Ubuntu, and
most of them are not hosted by Canonical. I'm not sure where you are,
but for example in the US you might try

It's only quiet because it's mostly just baffling. The only real
possibility left is a misconfigured firewall or such. The dns query
comes from near you, and the traceroute is aok as well until the
firewall of Canonical. The fact that you can access the sites via proxy
suggests that the problem is

are the same, except that tracepath shows the degree of asymmetry.

It seems that the hostname is properly resolving to the right server.
Are you able to connect to http://wiki.ubuntu.com via wget? You will to
use 'wget http://wiki.ubuntu.com' and then view the saved page in a text
