with DNS for the archive.ubuntu.com domain should be added to this bug
and change the A record pointing to:

Mirror works fine for me.

and it does not run whatever server mt.archive.ubuntu.com is hosted

Pings are probably blocked, but if you try to access the site via http
or ftp you will have access to the server. The bug is in the DNS record.
The alias mt.archive.ubuntu.com should point to mirror.linux.org.mt
