Given the options shown in firmware and switching to AHCI fixes things
as per xnox's comments; this is squarely a "kernel" issue -- one we
can't really fix in ubiquity in any case.
The kernel side, to support this new RAID or "Intel RST" mode comes with

I switched the chipset SATA mode to AHCI and then the disk was detected
by the Ubuntu 19.04 installer.
