Yes, this would need to be removal + sync blacklist for groovy, to be on
the safe side (although it's unlikely that Debian would ever upload a
new version).
I think it's OK for the package to be broken in focal. No one has ever
complained thus far, so my guess is that no-one uses it.

We can't actually remove it from Focal, though. The best you can do is
to SRU in an empty package (see:
https://wiki.ubuntu.com/StableReleaseUpdates#Package_Removals ), but as
you can see from there it's not something we often
