Title:
Backport missing %gnice CPU value for tickless CPU in sysstat.

Hi Thorsten,
OK, thanks. And yes, 20.04 (Focal) already incorporates the fix so it's
good to go.
That said, since it's not reproducible or can't be triggered, I am
marking this as Invalid for Xenial and Bionic. Should you feel
otherwise, please let me know and we can discuss this further.
I don't know how to trigger and therefore test this and sadly don't have
the time to play around with this as well. So no, I can't guarantee
anything. If that fix is contained in UB 20.04 already and it's too
risky for you to backport to UB 18.04, I'll simply continue ignoring the
problem, as I

I had a word with Robie and the SRU team would be willing to ack this
upload if you can confirm that you can still reproduce/hit this problem
and that once fixed, you'll
Thanks Thomas!
HWE kernel is supported and absolutely fine, but also only has NO_HZ_IDLE=y and
not FULL.
Thanks for the sar conf and the cron messages, but none of them would
change/trigger the behavior.
I still wonder how this was triggered on your system in regard to verify the
fix.
But

I really don't know how to manually trigger that issue beyond what is
described in the commit message already. I only recognized the problem
and reported it after ignoring it in the past.

Utkarsh as preparing a fix and asked me about reproducing it.
But it seems usual use cases like this won't show the problem:
# Track
sudo /usr/lib/sysstat/sa1 -C checknotick 2 /tmp/samine
# print
sar -u ALL -P ALL -f /tmp/samine
It might be that this is due to Ubuntu not having a fully tickless

Confirmed the changes are already present in focal, groovy, and hirsute.
It looks like the issue also exists in xenial, however the codebase is
slightly different there so the patch may not apply directly but looks
like it needs essentially the same fix.

Hi Thorsten,
This seems to be a valid bug and indeed makes sense. Since this is
acknowledged upstream and there exists a simple patch, I am adding
"bitesize" and "server-next" tags and marking it as "medium" priority.
Furthermore, this only needs a backport to Bionic. All the releases
