It appears that this is fixed in Karmic. I just played around with language/locale settings of Ubuntu and OpenOffice in the Karmin Daily LiveCD and could not trigger this bug anymore. Maybe somebody could test if it occurs in an installed Karmic version, since I can't at the moment. --

I'm seeing the same behavior on Kubuntu hardy. Ctrl-A opens the Save as dialog instead of selecting all the text. Ctrl-S underlines selected text. Only happens in Imporess, not in Writer nor Calc. These strange settings are set in Tools | Customize | Keyboard. One can fix these silly settings
