This bug persists on 18.04.1. I have java installed. Also I've tried to
change to java 8 by galternatives and it doesn't help.

Hello,
I use the JVM /usr/lib/jvm/java-6-openjdk/bin/java to run JOSM than I
think that it's fixed in karmic (or for jaunty in https://launchpad.net
/~stephane-brunner/+archive/josm)
The new package is a little bit different than the old one than it's
difficult to be sure.

Hi all,
the /usr/bin/josm wrapper ignores (or does not recognize) openjdk as a valid
jvm even when it is installed. I had to change the JAVA_CMDS variable in the
wrapper to look like this, to get it working:
JAVA_CMDS=$JAVA_HOME/bin/java /usr/lib/jvm/java-6-sun/jre/bin/java

When you install josm the first thing you see when you start josm from
command line is:
No valid JVM found to run JOSM.
Please install one of those mentioned in README.Debian
or set the JAVACMD environment variable prior running josm.
This could be a dependency or solved differently.
