The point is, that there should not be VPN tab if none of VPN plugins are
installed.
Or it should suggest to download one (like with codecs).
Anyway, having VPN plugins on CD is not enough, you should also have
network_manager_pptp (whatever it is) installed.

I just tried 8.10 in VirtualBox and VPN tabs have these buttons
disabled. Damn, I thought this would be the first Ubuntu version that i
could recommend my users, whithout oh and you just need to download
pptp and network_manager_pptp before you could configure vpn
connection. Oh well :`(
