I found out that this was due to a conflict with Kopete. Apparently it
has a similar keyboard shortcut and indent works when Kopete is shut
down.

I think that Crtl+Shift+Char shortcuts doesn't suite for global
shortcuts. Ctrl+Alt could be more relevant, as for klipper for example.
Doesn't a recommandation exist for this choice ?

Ctrl+Shift+R is used in Konqueror for Close Current View. Probably
Ctrl+Shift+M.

The kopete shortcut should probably be changed so that it doesn't hijack
kate's shortcut (which is also used in any program that uses a katepart
such as kdevelop). The kopete shortcut is a global shortcut for read
message.

I just discovered this which seems to resolve the problem for me.

Something about Kopete hijacking the ctrl+shift+I key and getting priority
since it is in the system tray.

On Edgy (AMD64) with KDE 3..5 and Kate 2.5.5 (package version
3.5.5-0ubuntu3)
The keyboard shortcuts for indent (CTRL+I) and unindent (CTRL+SHIFT+I)
work for me. I have a US English keyboard, though.
I don't have a menu entry labeled Suppress Indentation anywhere in the
Kate menu structure.
