could you attach the screenshot directly to the bug? could you run
gnome-keyboard-properties on a command line and see if there is any
warning printed there? what keymap do you have configured?

Reproduce it by going to System > Preferences > Keyboard. Add a new layout, and
attempt to change the default layout.
Yes this happens for all users.
