My guess would be that usplash doesn't run when you do this, or, it runs with a
different configuration which allows your computer to boot.

Can you please try the steps above to confirm this? A surprising number
of bootup bugs are usplash related which is why I always like to know,
for sure, that it is NOT usplash before proceeding.
I'm also assuming this is on boot, not resume from suspend/hibernation?

to determine if this issue is usplash related, would you boot your
computer with usplash disabled and then shutdown to see if you can
reproduce the issue? To disable usplash for a single boot, you can
