I'm marking this as Invalid because it appears to be unreproducible. I

I can't reproduce this either, and I get the same results as Yoshida-
san. Emmet, what locale are you using (perhaps best to test with 'sudo
locale' in case sudo is mangling it)?

Hi, I test with some my environment(9.04,8.04), but I can't reproduce this bug.
adduser are exit with code 1 and not created user/groups.
In
- Jaunty Alhpa5 (3.110ubuntu2)
- Hardy (3.105ubuntu1)
(sry, I have not intrepid environment now.., my testded are broken by hdd
trouble)

Oh, I should mention that I typically have no issues creating files or
directories with unicode names, and have just tested 日本語 to verify that
it is not an issue with my filesystem.
