Thank you for the response, i figured out that was i haven't enable the new
kernel after the upgrade, with enable the new kernel, the CPU frequency
scaling work perfectly.
And i can confirm some FN-Key still not working on this laptop, like
brightness control, and change screen key.

Just to make sure: did you check the frequency settings for _both_ cores? I
have a core2duo and noticed that the core can have different frequency modes in
2.6.28. Easy way to check that is by having 'powertop' o
