I have now upgraded this system to jaunty from intrepid while running
the hardy kernel.
I confirm that the kernel included with intrepid (Linux soekris
2.6.28-13-generic #45-Ubuntu SMP Tue Jun 30 19:49:51 UTC 2009 i586)
works with the sc1200 disk controller.
So: fixed in jaunty.

I won't have time to test this for a few days, but my concerns are as
follows:
- intrepid (8.10) is currently a necessary step on the upgrade path from 8.04
LTS to 9.04 LTS;
- 8.10 does not boot on a system that depends on an sc1200 disk controller;
- the work-around is to boot the 8.04 LTS
Feel free to change back to incomplete if you disagree that the issue
needs to be resolved in 8.10 only on the strength of the facts presented
thus far

Can you try testing the newer 9.04 Jaunty release which contains a
2.6.28 based kernel - http://www.ubuntu.com/getubuntu/download . The
driver looks to be enabled:
