This has been remedied on Karmic and will be fixed on all previous
versions as soon as another upstream version is released. wget may very
well be a holdover, but Adobe asked us to put it there. Apparently some
download functionality flash uses utilizes wget, according to them.

In rare cases, the Flash plugin does a dlopen on these libraries.
Unfortunately, it does a dlopen on the .so files, which are obviously
symlinks found in the dev packages. These were indeed added in the last
release.
Given the rarity of this, I will probably change them to Recommends or
Suggests
