Also, pressing Fn + VolumeUp does not reset balance, so looks like it is
a problem with Volume Applet 2.30.0

FYI:
This same behaviour is happing in Arch Linux with Pulseaudio 2.30.0-2
The duplicate behaviour does not happen (volume does not change when
balance is changed).

I can report some progress :)
The balance now stays in the position I set it to while changing volume using
gnome-volume-control. It is however still reset to middle if I mute the volume
by pulling the volume slider completely to the left. This does not happen if I
enable/disable the Mute
...and gnome-media (gnome-volume-control) 2.27.91-0ubuntu1.
