I've disabled the "Legacy support for USB" (which also doesn't allow me
to start from a USB stick) and the problem persists.

Here possibly present old problem with legacy keyboard support. If you
have access by ssh, simply restart psmouse module.
# sudo rmmod psmouse && sudo modprobe psmouse
Trick to fix this - disable feature "legacy keyboard support" in BIOS, I
didn't did that yet and really don't know if such option
