I not want reserve you, because now I have little time, I doed the tests.
First, I doed this test my Jaunty system, I move right and left the
volume button. See the output:

Unrelated to this bug report. pulseaudio is required by GNOME now, so we
don't really support not running it. Please do report problems with it,
though. (ubuntu-bug pulseaudio).

We currently have a very generic keymap for Asus notebooks, so it seems
it doesn't work on this particular model (a shame, it works everywhere
else). For Toshiba we just have keymaps for the A100 and A110 models.

I look this problem with latest Karmic daily live cd, the problem is
present.

2. I press f5 key, and choose screen reader option with 3 down arrow

Very interesting, but I found why not work the hardware volume button
with my Toshiba Satelite L300 notebook:
Prewyous I removed pulseaudio, because pulseaudio full blocked with Orca
Screen Reader.
But if I remember correct, pulseaudio is default disabled since Jaunty
when accessible profile is
