I have 2.28.2 and http://www.gnome.org/projects/totem/#codecs gives a
list of needed gstreamer plugins, but the names are not the same as in
Ubuntu. There is also two that have -bad in them, one from multiverse.

The same happened to me after having installed Ubuntu 9.10 from scratch. The
system, however, proposed an update to
Totem Video-Player 2.28.2
In this version the popup dialog has been extended with a link to further
information about media plugins:
