Well, I've found the solution for my PC. After shooting in the dark for
I while, I've found out that halt scripts symlink wasn't in any rc*.d.
I've used BUM (boot-up manager) to set them to be run on start up, or
loaded (please translate what I'm explaining because my knoledge is
quite ... low).

I talked to the reporter on freenode #xubuntu about this issue. When
shutdown is selected, the monitor blanks, but the system continues
running. This happens no matter what the settings are in Applications ->
Settings -> Xfce Power Manager. This is also new behavior in Xubuntu
9.10. Quit -> Shutdow
