Hi Hugh,
Does 'hal-find-by-capability --capability net' return chinese
characters? I can't think of another possibility, and it seems like it's
one of the commands run by apport to retrieve information.

Doesn't seem to. Seems to return information unlikely to lead to
non-ascii characters:
/org/freedesktop/Hal/devices/net_computer
/org/freedesktop/Hal/devices/net_wifi mac address
/org/freedesktop/Hal/devices/net_another mac address
/org/freedesktop/Hal/devices/net_computer_loopback
I see. This sadly doesn't help much, because I was really expecting to
see an interface with a name with some special character not allowed in
the apport code. I was asking at the time because I immediately tested
it on a newly-installed system and never got an error.

I am in China, so it's possible that you're right about the special
characters being present. Chinese characters often show up as various
random unprintable-looking characters.
