This is no longer an issue since there is no restart button any more.
Instead, you're told to restart it manually.

I encountered this problem as well.
By removing sessionstore.js from my Firefox profile
(~/.mozilla/firefox/.default/sessionstore.js) and trying to
execute Firefox from the command line (not sure if this is necessary), I
was able to fix the issue and now I can run Firefox from a launcher a
Oh, and the one that left a Firefox process running would of course say
"Firefox is already running" when I finally tried to start it again, so
I ended up having to end that "background" process.
