The choices are actually well motivated and documented. Unfortunately this
particular combination cannot be achieved by selecting only certain parts
(chapters) from the EN and NL locale. I have uploaded the file here

I agree that NL locale with EN language is not always what I want. But I
can imagine that the choices about what to take from the EN locale and
what from the Dutch are a bit arbitrary and based on personal
preference. Nevertheless I would be interested in your updated version
for personal use. I
Well it doesn't work like that. Part of the locale should be
Dutch(European) and part of the locale should be English. I and some
other Dutch developers in the Netherlands woring on Ubuntu with English
language setting have tested this locale and it proves much better then
your suggestion. I have
English is not a primary language in Netherlands. For cases like this,
please just keep nl_NL as the system locale and set LANGUAGES to en.
This can be done very conveniently in System - Administration -
Languages in lucid.
