If hal is progressively being deprecated, please consider closing this
bug as wontfix.
Otherwise, I have updated the bug title to reflect the real orgin of the
issue.

FIXED
The problem was not in upstart after all, but the following...
1) I ran update-pciids that saved pciids with wrong permissions (only readable
by root, maybe it depends on the umask)
2) When run from upstart hald cannot read the pciids and segfaults
So we actually have 2 bugs:
- one in up
