Hi, I'm experiencing exactly the same problem in Maverick:
gvfs mounted: 1MiB/s (nautilus or command line)
mount.cifs: 3.4MiB/s (nautilus or command line)
Could somebody confirm this issue and mark it as such?

Feedback with Maverick:
The problem is diminished but still present. On my not-all-that-fast
wireless network at home, I can get 2.1-2.3 mb/s to a NAS machine over
ftp but only 1.6 mb/s via smb. The destination is not the problem
because the speed ramps up with a faster network.
